Story
Luke 10:17–20 ESV
17 The seventy-two returned with joy, saying, “Lord, even the demons are subject to us in your name!” 18 And he said to them, “I saw Satan fall like lightning from heaven. 19 Behold, I have given you authority to tread on serpents and scorpions, and over all the power of the enemy, and nothing shall hurt you. 20 Nevertheless, do not rejoice in this, that the spirits are subject to you, but rejoice that your names are written in heaven.”

Context: Jesus had just sent out 72 disciples to go ahead of him to the towns where he was about to go. He told them to proclaim his coming, and to heal the sick in that town. They were preparing people to hear Jesus. They were building relationships with the people in that town so that when Jesus arrived, there was an element of credibility already there.
17 The seventy-two returned with joy, saying, “Lord, even the demons are subject to us in your name!”
The disciples had the authority to cast our demons.
It is important to note that these are the seventy two followers, not the special twelve that became the apostles. People think that the ability to engage in spiritual warfare requires a special calling, or was an apostolic sign. But here we see that these are not apostles in any sense, just people who followed Jesus and served him. Even as they are being flung into these situations to try to help and heal, they are discovering that they can cast out demons in the name of Jesus. So they quite naturally are debriefing with Jesus when they get back.
Luke 10:18–19 (ESV)
18 And he said to them, “I saw Satan fall like lightning from heaven.
19 Behold, I have given you authority to tread on serpents and scorpions, and over all the power of the enemy, and nothing shall hurt you.
Here Jesus, for his part is confirming for them the things that they are suspecting. While there is a great deal of disagreement about the exact nature of this vision; the overall point that Jesus is driving at is that Satan’s power over people is decreasing. The spiritual battle against the forces of evil has a new dynamic, that we have been given authority to cast out demons in the name of Jesus.
