What's the big idea?

Paul juxtaposes the righteousness of God for both the Jew and Gentile against the holiness of God and His necessary condemnation of sin.  He emphasizes the reality of the universal knowledge of God but the natural man’s tendency to suppress it (1:20-21).
Paul also sees the supreme importance of justification by faith alone (1:17) and not by the Law (3:21-31).  Paul is not saying that the Law is not good because the Law shows mankind what sin is (7:7).  The Law Paul is speaking of primarily is not the obligatory rituals, washings, and sacrifices, but more specifically the Ten Commandments.  Faith it the thing that ultimately saves but the Law is still holy and just.  Paul clearly states that sin is universal and that sin kills (6:23) but Jesus saves (3:24).

Romans 1:16–17
Romans 1:16–17 NKJV
16 For I am not ashamed of the gospel of Christ, for it is the power of God to salvation for everyone who believes, for the Jew first and also for the Greek. 17 For in it the righteousness of God is revealed from faith to faith; as it is written, “The just shall live by faith.”

Romans 2:28–29 NKJV
28 For he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh; 29 but he is a Jew who is one inwardly; and circumcision is that of the heart, in the Spirit, not in the letter; whose praise is not from men but from God.

Romans Chapter 3

Romans 3:1–7 NKJV
1 What advantage then has the Jew, or what is the profit of circumcision? 2 Much in every way! Chiefly because to them were committed the oracles of God. 3 For what if some did not believe? Will their unbelief make the faithfulness of God without effect? 4 Certainly not! Indeed, let God be true but every man a liar. As it is written: “That You may be justified in Your words, And may overcome when You are judged.” 5 But if our unrighteousness demonstrates the righteousness of God, what shall we say? Is God unjust who inflicts wrath? (I speak as a man.) 6 Certainly not! For then how will God judge the world? 7 For if the truth of God has increased through my lie to His glory, why am I also still judged as a sinner?
Romans 2:8 NKJV
8 but to those who are self-seeking and do not obey the truth, but obey unrighteousness—indignation and wrath,

1) Unbelief Doesn’t Affect God

2 Timothy 2:11–13 NKJV
11 This is a faithful saying: For if we died with Him, We shall also live with Him. 12 If we endure, We shall also reign with Him. If we deny Him, He also will deny us. 13 If we are faithless, He remains faithful; He cannot deny Himself.

What is unbelief?

2) Unbelief Leads to Unrighteousness

“The root of all sin is unbelief. Unbelief is dissatisfaction with God’s fellowship and fortunes. It is discontent with his presence and provision. Out of this dissatisfaction and discontent come all acts of sin. Therefore the battle against sinning must be a battle against unbelief in our own hearts.” — John Piper

3) Man’s Unrighteous Highlights God’s Righteousness

Psalm 51:1–4 NKJV
1 Have mercy upon me, O God, According to Your lovingkindness; According to the multitude of Your tender mercies, Blot out my transgressions. 2 Wash me thoroughly from my iniquity, And cleanse me from my sin. 3 For I acknowledge my transgressions, And my sin is always before me. 4 Against You, You only, have I sinned, And done this evil in Your sight— That You may be found just when You speak, And blameless when You judge.

4) God’s Judgement is Justified Because All Are Guilty of Sin

Romans 3:9–20 NKJV
9 What then? Are we better than they? Not at all. For we have previously charged both Jews and Greeks that they are all under sin. 10 As it is written: “There is none righteous, no, not one; 11 There is none who understands; There is none who seeks after God. 12 They have all turned aside; They have together become unprofitable; There is none who does good, no, not one.” 13 “Their throat is an open tomb; With their tongues they have practiced deceit”; “The poison of asps is under their lips”; 14 “Whose mouth is full of cursing and bitterness.” 15 “Their feet are swift to shed blood; 16 Destruction and misery are in their ways; 17 And the way of peace they have not known.” 18 “There is no fear of God before their eyes.” 19 Now we know that whatever the law says, it says to those who are under the law, that every mouth may be stopped, and all the world may become guilty before God. 20 Therefore by the deeds of the law no flesh will be justified in His sight, for by the law is the knowledge of sin.

5) The Just Judge Becomes the Justifier

For there is no difference; 23 for all have sinned and fall short of the glory of God, 24 being justified freely by His grace through the redemption that is in Christ Jesus, 25 whom God set forth as a propitiation by His blood, through faith, to demonstrate His righteousness, because in His forbearance God had passed over the sins that were previously committed, 26 to demonstrate at the present time His righteousness, that He might be just and the justifier of the one who has faith in Jesus.
