This is not a direct quote from the Old Testament, rather it is a compilation of several old Testament verses, at least 14 verses.
Jesus is dealing with a complex religious system of dishonesty.

I will give you two of the 14 verses.
Here we have the Messiahs formula again, “you have heard it said to those of old” remember Lord Jesus us not arguing with Moses the law giver, rather, he is getting to the heart or the meaning of the law.
5:34-36
Do not swear at all.
Do not swear by heaven because it belongs to the Lord.
Do not swear by the earth because it is His foot stool.
Jerusalem is the city of the great king.
Don’t Swear by your own head because you cant self determine your hair color.
5:37
in the kingdom our words can be currency.
getting people to swear by anything else is not necessary for people of the kingdom.
People of the Kingdom should be honest.
1. Integrity is at the core of who we are.
there should be no reason to lie to one another in the kingdom.
2. Honesty is a learned behavior.
we come to a place in situations like this (church) where we act like that we walk deeply in things that we want to walk in.
These things are learned behavior.
3. Understand the value of your word.
the only time anyone has ever tried to convince me that they where telling the truth where people.
many people I know who are starting over say that they had to learn to tell the truth.
everyone has lied, and may lie again if they feel as of their back is against the wall.
(don’t confuse me understanding how a person can feel pushed to lie make you think that it’s just one of those things that happens.
