What does it mean to Arise?
1 “Arise, Jerusalem! Let your light shine for all to see. For the glory of the Lord rises to shine on you.
2 Darkness as black as night covers all the nations of the earth, but the glory of the Lord rises and appears over you.

Judges recored a time when the people rebel and transgress against God. They were a people that did not know God or the works he did for their ancestors. Without God they embraced the Gods of the land and were punished by God.
God used their enemies to oppress them. But the Lord still loved Israel.
18 Whenever the Lord raised up a judge over Israel, he was with that judge and rescued the people from their enemies throughout the judge’s lifetime. For the Lord took pity on his people, who were burdened by oppression and suffering.
