Guilt is experienced as God=s way of warning us to repent and turn away from our sins so He can forgive us, cleanse us, and make us entirely guilt free.

To be guilty means we deserve punishment because we have broken the law.
We receive mercy and forgiveness by accepting the salvation and forgiveness offered through the vicarious atonement of our Lord Jesus Christ

Does he have assurance of salvation, or is he trying to work out or do penance for it?
Has he forgiven himself?
Has the person refused to make restitution for some wrong, harboring unforgiveness, or doing some act that brings guilt?
Emphasize that when repentance is made, God will remove any guilt from sins.
Determine if the person is sensitive to the Holy Spirit within them and minister accordingly.
Emphasize freedom from condemnation when in Christ (1John 1:9).

Individuals need to acknowledge Jesus Christ and accept His complete forgiveness for every sin they have committed.
No longer do they need to feel guilt because Christ has taken their guilt upon Himself.
They are free the very moment they believe it in their heart and confess it with their mouth and they need to receive joy into their life.
