Romans 7:13 ESV

Law is Good (12)
Romans 7:12 ESV
12 So the law is holy, and the commandment is holy and righteous and good.
Holy - holy (pure) adj. — having the characteristics of moral or ritual purity; context often emphasizes one over the other. (Sense)
Righteous - just adj. — being legally or ethically right, proper, or fitting; especially as free from favoritism, self-interest, bias, or deception. (Sense)

The Law can only show us what is right/wrong, but cannot change our hearts.
Adding more rules/laws will not change the hearts of those it is applied to.

The Bible Exposition Commentary Chapter Six: Christians and the Law (Romans 7)

Our nature is carnal (fleshly); but the Law’s nature is spiritual. This explains why the old nature responds as it does to the Law. It has well been said, “The old nature knows no Law, the new nature needs no Law.” The Law cannot transform the old nature; it can only reveal how sinful that old nature is. The believer who tries to live under Law will only activate the old nature; he will not eradicate it.

The Law cannot enable you to do good (15-20)

For I do not do what I want, but I do the very thing I hate. 16 Now if I do what I do not want, I agree with the law, that it is good. 17 So now it is no longer I who do it, but sin that dwells within me. 18 For I know that nothing good dwells in me, that is, in my flesh. For I have the desire to do what is right, but not the ability to carry it out. 19 For I do not do the good I want, but the evil I do not want is what I keep on doing. 20 Now if I do what I do not want, it is no longer I who do it, but sin that dwells within me.
Law is Good, I am Sinful (15-16)
Romans 7:15–16 ESV

Paul is assessing his own actions and sees that he is doing what is wrong.
The Law is good and I am sinful.
Paul is addressing the reality of the life of a believer.
In the Flesh (17-20)
Romans 7:17–20 ESV
17 So now it is no longer I who do it, but sin that dwells within me. 18 For I know that nothing good dwells in me, that is, in my flesh. For I have the desire to do what is right, but not the ability to carry it out. 19 For I do not do the good I want, but the evil I do not want is what I keep on doing. 20 Now if I do what I do not want, it is no longer I who do it, but sin that dwells within me.
As long as we are in the Flesh, Sin is present (17-18a)

Sin Dwells within me.
dwells - to dwell (abstract) v. — to exist or be situated within. (Sense)
nothing good - good (moral concept) n. — moral excellence or admirableness. (Sense)
In my flesh - sinful humanity ⇔ flesh n. — the physical aspect of a person in distinction to the immaterial soul; often understood as the seat of sin and rebellion to God. (Sense)
The physical aspect of human beings, which distinguishes them from God and is therefore frequently used in the NT as a symbol of human sinful nature in contrast with God’s perfection.
Paul is making a clear point of being in the flesh.
Inner Struggle (18b-20)
Romans 7:18–20 ESV
18 For I know that nothing good dwells in me, that is, in my flesh. For I have the desire to do what is right, but not the ability to carry it out. 19 For I do not do the good I want, but the evil I do not want is what I keep on doing. 20 Now if I do what I do not want, it is no longer I who do it, but sin that dwells within me.

21 So I find it to be a law that when I want to do right, evil lies close at hand. 22 For I delight in the law of God, in my inner being, 23 but I see in my members another law waging war against the law of my mind and making me captive to the law of sin that dwells in my members. 24 Wretched man that I am! Who will deliver me from this body of death? 25 Thanks be to God through Jesus Christ our Lord! So then, I myself serve the law of God with my mind, but with my flesh I serve the law of sin.
The reality of our inner struggle (21-23)

When we were in Sin and Guilty, God stepped in and offered Justification through Jesus Christ

The Bible Exposition Commentary Chapter Six: Christians and the Law (Romans 7)

If we depend on the energy of the flesh, we cannot serve God, please God, or do any good thing. But if we yield to the Holy Spirit, then we have the power needed to obey His will. The flesh will never serve the Law of God because the flesh is at war with God. But the Spirit can only obey the Law of God! Therefore, the secret of doing good is to yield to the Holy Spirit.
