God is a God of love and order and both of those virtues are to be evident in the churches. In this passage, under certain conditions, women, tongue-speakers and those who give prophecy are told to be silent. In a day when people are worried about being disobedient to some supposed "spirit-prompting" Paul charts a course based on God's order, not on some purported "movement" of the Spirit.
