Let’s chase this rabbit:
This is the only time in the text of Scripture that speaking in tongues is actually described. The other mentions of tongues: Acts 10, 17, 1 Corinthians 12-14, address guidelines and issues for tongues but do not describe them happening.
My understanding of tongues (matches Holman Bible Dictionary, Lexham Bible Dictionary) is that it was the supernatural empowerment to spread the Gospel in a language not able to be adequately studied. That’s how it shows up here—that seems to be the purpose inherent in Corinth (speech for outsiders)
There is some testimony of this continuing at times to this day but this does not excuse learning a foreign language. Or translating the Bible into “heathen” tongues—after all, if Caedmon, Bede, Wyclif, and Tyndale did for the Anglo-Saxons, why should it not be done for others?

Then everyone will fear and will tell about God’s work, for they will understand what he has done.
It is a consistent theme throughout Acts that the people of God just cannot shut up about what God has done.,
