This study is to uncover how the promise is contained in the decree and the legality of decreeing the promises of God.

Our Main Passages

To review, this series is based on two passages:
Job 22:28 NKJV

We’ve studied 2 Peter in depth and now I want to look at in as much depth and then we’ll see where Holy Spirit leads us from there.

Declare and Establish

The word “declare” is “gazar” (H1504) in the Hebrew. It literally means “divide, cut in two, i.e. divide an object into two parts. In it’s “to give an official order or command, implying sanctions for disobedience.” Here in , it means “to decide on, i.e. come to a conclusion in the thinking and planning process.”
This is interesting because it reveals that the decree actually starts in your thinking and planning processes BEFORE it’s spoken. It’s “to come to a conclusion, to make up one’s mind, TO PLACE IN THE HEART OR MIND, TO PLACE IN THE SPIRIT, OR MIND, to become of a mind, to make a decision to carry out some action but with emphasis upon the impulse involved, to fix one’s face…with emphasis on finality, to conclude by bringing together different aspects of related information, to determine BEFOREHAND, and that decided in advance.”
The best example of this is

17 (as it is written, “I have made you a father of many nations”) in the presence of Him whom he believed—God, who gives life to the dead and calls those things which do not exist as though they did; 18 who, contrary to hope, in hope believed, so that he became the father of many nations, according to what was spoken, “So shall your descendants be.” 19 And not being weak in faith, he did not consider his own body, already dead (since he was about a hundred years old), and the deadness of Sarah’s womb. 20 He did not waver at the promise of God through unbelief, but was strengthened in faith, giving glory to God, 21 and being fully convinced that what He had promised He was also able to perform.
We see several key things here:
Abraham believed God because he lived in Presence and knew how God worked (calling things that don’t exist as though they did).
He had a history with God that pointed to God’s faithfulness.
He didn’t consider his own body. Consider means “to direct one’s mind to a whole object.” It means “to consider closely” and this results in a CONFESSION.
He didn’t waver or “SEPARATE” himself from the promise through unbelief.
And he was FULLY CONVINCED, which is the idea of “declare” in Job. It’s “to be certain of the truth of something.
The power of a decree is to the degree of your conviction in your heart and mind.
DOUBLE MINDED SCRIPTURE.
James 1:6 NKJV
6 But let him ask in faith, with no doubting, for he who doubts is like a wave of the sea driven and tossed by the wind.
James 1:6–7 NKJV
But let him ask in faith, with no doubting, for he who doubts is like a wave of the sea driven and tossed by the wind. For let not that man suppose that he will receive anything from the Lord;
This verse is referring to asking for wisdom in difficult times but can be applied to any request to God.
Doubting is the same word used for “waver” in Romans above and means “to sunder, to separate.” In , we see that we are to speak the Promise to the mountain but if we think it’s impossible or we’re not certain, we are at ODDS within ourselves and with the Promise. This inconsistency within oneself creates an inconsistency in conduct and conversation that negates the decree BEFORE it’s even spoken!
Years ago I learned the concept of breeze and wind thoughts from a business woman I follow on Instagram. She used the terms breeze and waves, but I’m going to use breeze and wind. A breeze is defined as a “light current of air.” Wind is a stream of air that can change one’s course.
So light will shine on your ways.
You have breeze thoughts that are light and don’t change your course. You recognize them for what they are. But then there are winds of thought that are so strong, they have the potential to change your course. If there’s anything in your heart that is weak in faith, you’ll be susceptible to these wind thoughts and get off course!
WHEREVER YOU FEEL A PULL AWAY FROM FAITH, YOU NEED TO PAUSE AND GET TO THE SOURCE OF UNBELIEF OR THE LIE YOU’RE BELIEVING BECAUSE ONCE THE LIE IS REVEALED, YOU’RE HEALED!
Double minded means “to being uncertain of the truth of something,” which in essence is being uncertain about the Word of God and His character. It’s a sign of a heart that need to be consecrated even deeper into the faithfulness of God. Remember that “consider” in Romans was to “direct one’s mind to a whole object.” You need to direct your mind to the WHOLE OBJECT of Father’s kindness, His faithfulness, His character, His goodness.” Any experience or doctrine that undermines these things must be extracted like a splinter from your finger.
Job 22:28 NKJV
You will also declare a thing, And it will be established for you; So light will shine on your ways.
The word “thing” is “saying, speech, i.e. what is spoken; promise; a word declared or asserted, with an implication of it being a command.”
Now we’re into the speaking part, which can go either way meaning that if you’ve come to a conclusion in your mind and heart wholly that’s negative, YOU WILL SPEAK THAT. If you come to a conclusion in your mind and heart wholly that’s positive, you’ll SPEAK THAT. And Job says that “it will be established for you.”
Establish means lots of things but the main definition is “arise.” In the dictionary arise means “to come into being, originate, appear.”
WHAT YOU BELIEVE WHOLLY IN YOUR HEART WILL BE SPOKEN OUT LOUD AND COMG INTO BEING!
2 Corinthians 4:13 NKJV
And since we have the same spirit of faith, according to what is written, “I believed and therefore I spoke,” we also believe and therefore speak,
The Passion says that we have the same Spirit of faith that is described in the scriptures when it says, “First I believed, then I spoke in faith.” Interestingly, Paul is quoting , which is referring to speaking of being greatly afflicted and speaking in haste.
Hebrews 11:3 NKJV
By faith we understand that the worlds were framed by the word of God, so that the things which are seen were not made of things which are visible.
The things we see like the sky, the earth, grass, animals, etc. were all created by things that are not visible—the decrees of God. EVERYTHING VISIBLE IN YOUR LIFE WAS CREATED BY YOUR WORDS IF BOTH YOUR HEART AND CONFESSION WERE ALIGNED.

You Must Tame the Tongue

The degree to which you control your tongue is to the degree you are mature. And it’s the degree of life you will decree instead of death.
James 3:2 NKJV
For we all stumble in many things. If anyone does not stumble in word, he is a perfect man, able also to bridle the whole body.

We all fail in many areas, but especially with our words. Yet if we’re able to bridle the words we say we are powerful enough to control ourselves in every way, and that means our character is mature and fully developed.

If you’re able to control your words, you are POWERFUL ENOUGH to control yourselves in every way! The ability to control what you decree is a sign of your current state of character development in the Lord. AGAIN, WHATEVER YOU CURRENTLY HAVE IN LIFE IS WHAT YOU’VE DECREED IN THE PAST EITHER GOOD OR BAD.

And the tongue is a fire, a world of iniquity. The tongue is so set among our members that it defiles the whole body, and sets on fire the course of nature; and it is set on fire by hell.

What decree means!

1615 I. גָּזַר (gā·zǎr): v.; ≡ Str 1504; TWOT 340—1. LN 19.14–19.26 (qal) divide, cut in two, i.e., divide an object into two parts (1Ki 3:25, 26; Ps 136:13+); 2. LN 30.75–30.85 (qal) decide on, i.e., come to a conclusion in the thinking and planning process (Job 22:28+); 3. LN 19.14–19.26 (qal) cut down, i.e., cut an object into parts, from a main base or foundation (2Ki 6:4+); 4. LN 13.69–13.103 (qal) not exist, formally, cut off, i.e., to not have a state or condition exist as a figurative extension of cutting an object off or down, implying removal of the object (Hab 3:17+); 5. LN 34.31–34.39 (nif) be excluded, formally, be cut off, i.e., no longer be in an association, with an implication that this severed state will cause life to be lost; as a figurative extension of the cutting off and removal of an object from its main root or foundation (2Ch 26:21; Ps 88:6[EB 5]; Isa 53:8; La 3:54; Eze 37:11+); 6. Nature is “course of existence.” Defile means “to corrupt.” You can defile yourself and your future course of existence by your decrees, again, if they are in line with what your heart wholly believes. Speaking words of death is an indication of a need for character development and a clearer understanding of God’s character toward you. He is ALWAYS good and NEVER against those who seek to follow Him. And I’ve found that those who think He’s not for them or is against them due to their own ideas of themselves such as feeling like a failure, legalism, etc. have the roughest time controlling their tongue.

Whoever guards his mouth and tongue Keeps his soul from troubles.

Death and life are in the power of the tongue, And those who love it will eat its fruit.
The word “power” is “the force and ability sufficient to accomplish a task.” It carries the idea of a body part that is able to do a task. Just as your hand can grasp items and carry them, your tongue creates EXACTLY what you decree when that decree is mixed with conviction—good or bad.
I’ve always wondered what “love it” meant. Love what? The tongue. The word “love” means “have an affection based on a close relationship.” It refers to “whom or what is spoken about.” Affection can also mean influence. This could say:
Whatever is influencing you most based on how close you are to it in relationship and when spoken about will produce the fruit of life or death.
That’s why it’s crucial to not speak when your UNDER THE INFLUENCE of a negative situation or emotion! Fruit is result in the Hebrew. The result of your decrees then becomes the “consuming process” in your life! If you decree good things, those words will consume all negative things in your life in that area. If you decree bad things, those words will consume all positive things God wants to do in your life.

Shed Light on the Problem Using a Promise

Use the Job scripture for sure here. . The question is what promises is Peter referring to? Specific ones or all that have ever been spoken? If the Holy Spirit is the whole and He’s the one that brings an end to every aspect of the curse, then the promises must be all that reverses the fall.
