Why does Paul ask this question in the middle of this discourse?

They are NOT all Israel who are descended from Israel

Romans 2:28–29 NASB95
For he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh. But he is a Jew who is one inwardly; and circumcision is that which is of the heart, by the Spirit, not by the letter; and his praise is not from men, but from God.

He was a murderer from the beginning, and does not stand in the truth because there is no truth in him. Whenever he speaks a lie, he speaks from his own nature, for he is a liar and the father of lies.

Only those who are in Christ are Abraham’s seed…only they are the children of promise
Galatians 3:29 NASB95
And if you belong to Christ, then you are Abraham’s descendants, heirs according to promise.

And you brethren, like Isaac, are children of promise.

Would the recipients of the promise believe even against the laws of science?
This all goes back to Genesis

It is all about God’s Purpose

There was no difference in these men genetically.
The ground of God’s choice of Jacob over Esau had nothing to do with Esau whatsoever and everything to do with God’s purpose.
It was not because of works but because of God who calls.

There is No Injustice with God

Why do you suppose Paul is asking this rhetorical question?
2 Chronicles 19:7 NASB95
“Now then let the fear of the Lord be upon you; be very careful what you do, for the Lord our God will have no part in unrighteousness or partiality or the taking of a bribe.”
Romans 2:11 NASB95
For there is no partiality with God.
The only way this question makes any since is if you are asking how this could be fair. If you are asking that question, then you are following Paul’s argument well.
