Jesus made sure to wet His throat so He could boldly cry out "It is Finished!" What Jesus finished is the payment of sins, the atonement. "It is Finished" means paid in full. We no longer have any outstanding debt if we are in Christ.

Notice Jesus is quoting Psalms but the people mistaken Him for calling for Elijah. This is why He them asks for the vinegar to clear His through so He can loudly (as described in Matthew) His final words: It is Finished!
Jesus drank the vinegar. Matthew and Mark tell us that he refused drugged wine before the crucifixion (; ).76 We should probably conclude that he wished to undergo his sufferings with a clear mind. But now that he is at the point of death he wants to say something that will be heard, so he calls for a drink to moisten his parched throat. He drinks, then says, “It is finished.”

Key Passage: When Jesus had received the sour wine, he said, “It is finished,”
The "!" is included in the NASB and NLT versions that express the passion in which Jesus proclaimed this statement (the reason why he needed to wet His throat).
"Finished" means in the Greek "Teleo." Several English words describe this rich Greek word: Ended, Pay, Accomplished, Gone, Performed, Fulfilled, and Perfect. In other words PAID IN FULL.
The "It is finished” that is recorded here, but only referred to as a loud cry in the other Gospels, may be because the beloved disciple was close enough to hear it.
Jesus died with the cry of the Victor on His lips. This is not the moan of the defeated, nor the sigh of patient resignation. It is the triumphant recognition that He has now fully accomplished the work that He came to do.

The work Jesus accomplished on the cross has paid for all your sins, if you are in Him, that is, if you fully surrender your life to Him, every sin of yours is paid in full (It is Finished).
7 But if we walk in the light, as he is in the light, we have fellowship with one another, and the blood of Jesus his Son cleanses us from all sin.
5 and from Jesus Christ the faithful witness, the firstborn of the dead, and the ruler of kings on earth. To him who loves us and has freed us from our sins by his blood
As Paul and the Preacher of Hebrews stated, Jesus’ death took place “once” for everyone.
10 For the death he died he died to sin, once for all, but the life he lives he lives to God.
27 He has no need, like those high priests, to offer sacrifices daily, first for his own sins and then for those of the people, since he did this once for all when he offered up himself.

Jesus dismissed His spirit with a word, by His own will.
The departure of the spirit was a common enough Jewish expression for death. However, Jesus’ surrender of his spirit, is rare language, and underlines the point that Jesus died voluntarily.
