The author of Hebreews is making an argument here from the lesser to the greater. If those that are under the old inferior covenant incurred God’s judgment for their disobedience, how much more will we be judged if we neglect Christ? If the signs of God’s presence were frightened when he shook Mt. Sinai how much more when he shakes all of creation? However we have received a kingdom which cant be shaken, and our God is a consuming fire; therefore, our response is one of obedience. So let's look at this.
