This text is not teaching about his marital history - it is teaching about his marital fidelity.
In Greek Culture it was common, especially among the affluent, to have slaves and among those slaves female slaves who their masters used for conjugal reasons.
The affluent man would also be married and have a wife with whom he would be physically interment.
He would also go the the temple where there would be cult prostitutes.
He would again indulge himself in the immorality of the pagan worship practices.

In contrast to that the overseers of the church were to have an exclusive relationship with their wives.

The Pater/elder/overseer must maintain proper leadership within his family.

This is a parallel phase to what Paul spoke about the qualifications of elders in his letter to Timothy.
The emphasis is on the responsibility of the father.
No parent no matter how godly can guarantee the conversion of his children.
This text speaks to their behavior not certain conversion.
If he shows a lack of spiritual authority at home why would the church expect his oversight to be different within the congregation.
