The Jews were trying to confuse the Law and grace.
They were to omitting that justification by faith that was promised to Abraham they would

15 Brethren, I speak after the manner of men; Though it be but a man’s covenant, yet if it be confirmed, no man disannulleth, or addeth thereto. 16 Now to Abraham and his seed were the promises made. He saith not, And to seeds, as of many; but as of one, And to thy seed, which is Christ. 17 And this I say, that the covenant, that was confirmed before of God in Christ, the law, which was four hundred and thirty years after, cannot disannul, that it should make the promise of none effect. 18 For if the inheritance be of the law, it is no more of promise: but God gave it to Abraham by promise.
Paul was saying that nothing has changed since the promises made to Abraham.
Its still the same nothing has annulled the covenant
You may think its ok to change things but that's not how it works.
Contractor - on his own changed the foundation re-bar in a development in Houston Texas.
Several years later - the foundations cracked and water made its ways in to some of the homes.
Houses were undermined and many were destroyed.
The contractor on his own did not think all that steel was necessary.
The promises made to Abraham were to be accepted by faith and it was counted unto him as righteousness.

Let’s take a closer look at the entire conversation that Jesus is having here with His disciples.  After Jesus says “Judge not, that you be not judged” He goes on to say “For with the same judgment you pronounce you will be judged, and with the measure you use it will be measured to you.  Why do you see the speck that is in your brother’s eye, but do not notice the log that is in your own eye?  Or how can you say to your brother, ‘Let me take the speck out of your eye,’ when there is the log in your own eye? You hypocrite, first take the log out of your own eye, and then you will see clearly to take the speck out of your brother’s eye.”

Jesus is not telling the listeners to not judge but to judge others after you have repented of your own faults and sins. 
It’s like a hypocrite whose having an adulterous affair judging someone who just told a lie.  The hypocrite is right that telling a lie is sin but how can he or she judge someone else while they are committing adultery!?

20 For where two or three are gathered together in my name, there am I in the midst of them.
Notice that this is about church discipline and that if two or three of the witnesses (v 16) agree on the matter, then Jesus is also in agreement with them.  This verse has been misquoted to mean that you don’t need church but if there are “two or three…gathered in [Jesus’] name, there [He] is.”

Thus the Jews were putting emphasis on the law where God had not attended.

Context, context, context!!! In order to understand anything, you must keep the text in context. Quite honestly, a person can make the Bible say anything they want if they do not keep the text in context. For instance, the Bible says, “There is no God.” It’s true! Atheists may gloat, saying, “See! Your Bible says there is no God!” However, if the text is put in its proper context, one finds that the psalmist actually says, “The fool says in his heart, ‘There is no God’” ()

The Bible is not one book, but rather a collection of books. The Bible consists of 66 books written by over 40 authors over the course of at least 2,000 years. By the amazing work of God’s inspiration, the Bible does hold grand themes throughout the entirety of the biblical collection. However, the authors employ various genres to document their message. At least 6 genres are found in the Bible

II Needing a Schoolmaster 3:19-25

It was added because of transgressions, till the seed should come to whom the promise was made; and it was ordained by angels in the hand of a mediator. 20 Now a mediator is not a mediator of one, but God is one. 21 Is the law then against the promises of God? God forbid: for if there had been a law given which could have given life, verily righteousness should have been by the law. 22 But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe. 23 But before faith came, we were kept under the law, shut up unto the faith which should afterwards be revealed. 24 Wherefore the law was our schoolmaster to bring us unto Christ, that we might be justified by faith. 25 But after that faith is come, we are no longer under a schoolmaster.

What, then, was the purpose of the Law? Why was a change made at Sinai? Paul answered by declaring the purpose and character of the Law. First, it was given because of transgressions, that is, the Law was given to be a means for checking sins. It served as a restrainer of sins by showing them to be transgressions of God’s Law which would incur His wrath (cf. 1 Tim. 1:8–11). Second, the Law was temporary and served until the Seed (the Messiah; cf. Gal. 3:16) came, after which it was no longer needed. Third, the Law was inferior because of the manner of its bestowal. While God made promises to Abraham directly, the Law was established by a mediator. There were in fact two mediators, the angels representing God, and Moses representing the people

The Law could not justify or give life, it did prepare the way for the gospel.

The law is pictured as a guardian and guide of children, or as a tutor. This emphasizes the thought of teaching; the law taught lessons concerning the holiness of God, the sinfulness of man, and the need for atonement. Here the word is used to describe one who exercises discipline and general supervision over minors, or the immature.

What part then did Law play in this respect?
It declared the whole world … a prisoner of sin.

III Neither Greek or Jew

26 For ye are all the children of God by faith in Christ Jesus. 27 For as many of you as have been baptized into Christ have put on Christ. 28 There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus. 29 And if ye be Christ’s, then are ye Abraham’s seed, and heirs according to the promise.

Referring perhaps to Psalm 143:1–2 or Deuteronomy 27:26, Paul declared that the whole world is trapped and under the dominion of sin (cf. Rom. 3:9, 23). When people recognize this and give up attempts to please God by their own works, the way is prepared for them to receive the promise of salvation through faith in Jesus Christ.

Believer’s Bible Commentary C. The Purpose of the Law (3:19–29)

The law made distinctions between these classes. For instance, the distinction between Jew and Gentile is insisted on in Deuteronomy 7:6; 14:1, 2. In his morning prayer, a Jewish man thanked God that He had not made him a Gentile, a slave, or a woman. In Christ Jesus these differences disappear, that is, as far as acceptance with God is concerned. A Jew is not preferred over a Gentile, a free man is not more favored than a slave, nor is a man more privileged than a woman. All are on the same level because they are in Christ Jesus.

This verse must not be pressed into meaning something it does not say. As far as everyday life is concerned (not to mention public ministry in the church), God does recognize the distinction between male and female. The NT contains instructions addressed to each; it also speaks separately to slaves and masters. But in obtaining blessing from God, these things do not matter. The great thing is to be in Christ Jesus. (This refers to our heavenly position, not to our earthly condition.) Before God the believing Jew is not a bit superior to the converted pagan! Govett says: “All the distinctions which the law made are swallowed up in the common grave which God has provided.” Therefore, how foolish it is for Christians to seek further holiness by setting up differences which Christ has abolished.
