Luke 3:15–17 NASB95PARA
Now while the people were in a state of expectation and all were wondering in their hearts about John, as to whether he was the Christ, John answered and said to them all, “As for me, I baptize you with water; but One is coming who is mightier than I, and I am not fit to untie the thong of His sandals; He will baptize you with the Holy Spirit and fire. His winnowing fork is in His hand to thoroughly clear His threshing floor, and to gather the wheat into His barn; but He will burn up the chaff with unquenchable fire.”

John said to them all,
“All” all does not always mean all. It means all in relation to who it is speaking of. This all is speaking of the gathered crowd. Meaning as verse 15 states the assembled people are those in a state of expectation & reasoning (casting of the mind) that John is the promised Messiah. This is who John is speaking to in verse 16. If you go down to verse 21 then this “all” is used again. This time the crowd is not mentioned

John refers to them as “brood of vipers” or “the offspring of snakes”…an interesting term when you highlight the call to repentance and the fall of man.

John the Baptist is the forerunner to Christ earthly ministry. He is to prepare the way for Christ. John is “the voice of one crying in the wilderness.”

Now in those days John the Baptist came, preaching in the wilderness of Judea, saying, “Repent, for the kingdom of heaven is at hand.” For this is the one referred to by Isaiah the prophet when he said, The voice of one crying in the wilderness, Make ready the way of the Lord, Make His paths straight!’ ”

This comes in fulfillment to the Holy Spirits words spoken through the prophet Isaiah:

John the Baptist was the last of the Old Testament prophets, and his ministry was a bridge between the Old Testament and the New Testament. 
Many also link the coming of John the Baptist to what the Holy Spirit prophesied through the Prophet Malachi who wrote

The passage in Luke that refers to John as Elijah in the following way:

What do you say about yourself?” He said, “I am a voice of one crying in the wilderness, ‘Make straight the way of the Lord,’ as Isaiah the prophet said.”

And Jesus came to them and touched them and said, “Get up, and do not be afraid.” And lifting up their eyes, they saw no one except Jesus Himself alone. As they were coming down from the mountain, Jesus commanded them, saying, “Tell the vision to no one until the Son of Man has risen from the dead.” And His disciples asked Him, “Why then do the scribes say that Elijah must come first?” And He answered and said, “Elijah is coming and will restore all things; but I say to you that Elijah already came, and they did not recognize him, but did to him whatever they wished. So also the Son of Man is going to suffer at their hands.” Then the disciples understood that He had spoken to them about John the Baptist.
So, what are we to make of this...
You will read from different camps that John is Elijah reincarnate (which is odd, because Elijah didn’t die), that John is Elijah and thus Elijah has come, that John is not Elijah...
I think that we take from this what the scripture clearly says. As a matter of fact, if you don’t make of this what scripture says then you will not understand what the Holy Spirit is saying through Luke this morning.

“Behold, I am going to send My messenger, and he will clear the way before Me. And the Lord, whom you seek, will suddenly come to His temple; and the messenger of the covenant, in whom you delight, behold, He is coming,” says the Lord of hosts. “But who can endure the day of His coming? So now we call the arrogant blessed; not only are the doers of wickedness built up but they also test God and escape.’ ” Then those who feared the Lord spoke to one another, and the Lord gave attention and heard it, and a book of remembrance was written before Him for those who fear the Lord and who esteem His name. “They will be Mine,” says the Lord of hosts, “on the day that I prepare My own possession, and I will spare them as a man spares his own son who serves him.” So you will again distinguish between the righteous and the wicked, between one who serves God and one who does not serve Him. “For behold, the day is coming, burning like a furnace; and all the arrogant and every evildoer will be chaff; and the day that is coming will set them ablaze,” says the Lord of hosts, “so that it will leave them neither root nor branch.” “But for you who fear My name, the sun of righteousness will rise with healing in its wings; and you will go forth and skip about like calves from the stall. You will tread down the wicked, for they will be ashes under the soles of your feet on the day which I am preparing,” says the Lord of hosts. “Remember the law of Moses My servant, even the statutes and ordinances which I commanded him in Horeb for all Israel. “Behold, I am going to send you Elijah the prophet before the coming of the great and terrible day of the Lord. In Luke the crowd that has gathered is a Jewish crowd. It is those seeking repentance and those such as the Pharisees seeking their own curiosities.
In Malachi and in Luke you have a Israelite gathering of those who are true Israel and those who are not.
John the Baptist fulfills everything
The prophesy looks at more than one fulfillment (double fulfillment)
General prophecy of all prophets or messengers that come
Water used as a symbol or sign as a change of mind
Baptism - to come under the control or influence of something else

So it was continuously; the cloud would cover it by day, and the appearance of fire by night. Whenever the cloud was lifted from over the tent, afterward the sons of Israel would then set out; and in the place where the cloud settled down, there the sons of Israel would camp. At the command of the Lord the sons of Israel would set out, and at the command of the Lord they would camp; as long as the cloud settled over the tabernacle, they remained camped. Even when the cloud lingered over the tabernacle for many days, the sons of Israel would keep the Lord’s charge and not set out. If sometimes the cloud remained a few days over the tabernacle, according to the command of the Lord they remained camped. Then according to the command of the Lord they set out. Chaff is the dry, scaly protective casings of the seeds of cereal grain, or similar fine, dry, scaly plant material such as scaly parts of flowers, or finely chopped straw.
Harvesting is the process of gathering a ripe crop from the fields.
Reaping is the cutting of grain or pulse for harvest, typically using a scythe, sickle, or reaper.
Threshing is the process of loosening the edible part of grain (or other crop) from the husks and straw to which it is attached. It is the step in grain preparation after reaping and before winnowing, which separates the grain from the chaff.
winnowing -
Wind winnowing is an agricultural method developed by ancient cultures for separating grain from chaff. In its simplest form it involves throwing the mixture into the air so that the wind blows away the lighter chaff, while the heavier grains fall back down for recovery. Techniques included using a winnowing fan (a shaped basket shaken to raise the chaff) or using a tool (a winnowing fork or shovel) on a pile of harvested grain.
