Once Jesus finished his ministry and was crucified and resurrected, his next task was to prepare his disciples to carry on in his absence and write what we now know as the New Testament. As part of God's provision, Jesus sent power from on high just 10 days after he ascended into Heaven in order to give them perfect remembrance of all the things Jesus had preached, enabling them to write the Old Testament with complete accuracy. This power also enabled them to affirm their preaching with miracles, showing that their message had the backing of the one true God in Heaven.
This first "rain" of power fits allegorically with the growing season the disciples were used to. In the fall they had a light rain, followed by a dry time and a heavy outpouring of rain in the spring.
