It is easy to quit in SEAL training. All you have to do is ring the bell three times and you're out. You don't have to talk to anybody. You don't have to do anything. You ring the bell, you take your helmet off, you put it down, and that's it. And you find that in tough times, there's always kind of a way out and that's quitting. That's just deciding you're not going to tackle this problem — you're going to let the problem or the situation win.
Jesus is setting His standard for how we are to live this Christian Life, and tells us to keep it.

“But I say to you, love your enemies and pray for those who persecute you,
so that you may be sons of your Father who is in heaven; for He causes His sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous.
“For if you love those who love you, what reward do you have? Do not even the tax collectors do the same?
“If you greet only your brothers, what more are you doing than others? Do not even the Gentiles do the same?
“Therefore you are to be perfect, as your heavenly Father is perfect.

Lex Talionis (Exact Retribution) Justice is served on the offender and the victim is made whole. They get back what the lost and no more.
Purpose was to keep people from taking vengeance for themselves and restoring the offender into a right relationship with God.
But the Pharisees were using this passage for revenge.
Our legal system has problems: felony hot checks and guns, or jobs.
