So how do we lead as Christ led: literally by exercising oversight of the flock.
Just as a middle eastern shepherd was responsible to lead the sheep to water, food, and shelter, so we are called to be guardians of Word of God

Because of Our Adversary
We have an adversary that is not just the religious or political leaders that we face, our true adversary is the Devil.
The opposition the Christians face from their non-Christian contemporaries is not something they can avoid by modifying their behavior or adapting their beliefs in such a way as to escape such opposition.
Only by completely abandoning the gospel and the community shaped by it, only by submitting to the satanic forces that stand in total opposition to God, can they escape the persecutions they otherwise face.
It is against the temptation to follow such a course of action that our author is seeking to strengthen his readers.
