Why was Jesus Born in a Manger?

Luke 2:7 KJV 1900
7 And she brought forth her firstborn son, and wrapped him in swaddling clothes, and laid him in a manger; because there was no room for them in the inn.

If he had been born in the palace (Herods place) . he would have been separated from the common man by walls and guards.
By being in a manger he was accessible to all.
