Chapter 36 is set in antithesis to chapter 35. When God intervenes on Israel’s behalf, the “mountains” of Israel’s enemies will be judged (35:1–3, 8) but the “mountains of Israel” (cf. 35:12) will be blessed (36:1). In verses 1–7 Edom is again pictured as representing all nations who seek Israel’s harm (cf. vv. 5, 7). The first section of the prophecy (vv. 1–15) uses the “because/therefore” format to compare the judgment on the nations with Israel’s restoration. The second section of the prophecy (vv. 16–38) moves from the mountains of Israel to the people of Israel who will be the personal recipients of God’s blessing.

It was not enough to bring Israel back to the land; they would also become a new, transformed Israel. God would sprinkle them with clean water to cleanse them from all of the impurities that had defiled the land. Such sprinkling with water was a routine part of Jewish purification ceremonies (see Num 19); it symbolized a fresh start, with their old sins washed away

Who name was holy?
Why did God have to take out the stubborn heart?

From a biblical perspective, the heart was the seat of the mind and will, not just emotion. Ezekiel seems to use heart and spirit in tandem to refer to a person’s whole being (compare 18:31)

V.27 What was figuratively described in v. 25 is explained as literal in vv. 26, 27. The gift of the “new heart” signifies the new birth, which is regeneration by the Holy Spirit (cf. 11:18–20). The “heart” stands for the whole nature. The “spirit” indicates the governing power of the mind which directs thought and conduct. A “heart of stone” is stubborn and self-willed. A “heart of flesh” is pliable and responsive. The evil inclination is removed and a new nature replaces it. This is New Covenant character as in

Israel had polluted the land with their sinful deeds and had brought dishonor to God’s name. When Israel went into exile, the nations made wrong assumptions about the character of God. To vindicate Himself and restore His reputation among the nations, the Lord would restore the exiles to the land. He would cleanse their sins, create in them a desire for loyalty, and renew His agricultural blessings. At that time both the nations and Israel would recognize His sovereignty.
