This suggests that the laws in 21:1–23:12 are to be understood merely as a representative selection of the whole Mosaic Law. It is not an attempt at a complete listing of all the laws. The purpose of the selection was to provide a basis for teaching the nature of divine justice.

1 I therefore, a prisoner for the Lord, urge you to walk in a manner worthy of the calling to which you have been called,
2 with all humility and gentleness, with patience, bearing with one another in love,
3 eager to maintain the unity of the Spirit in the bond of peace.

4 Whoever says “I know him” but does not keep his commandments is a liar, and the truth is not in him,
5 but whoever keeps his word, in him truly the love of God is perfected. By this we may know that we are in him:
6 whoever says he abides in him ought to walk in the same way in which he walked.

14 And we have seen and testify that the Father has sent his Son to be the Savior of the world.
15 Whoever confesses that Jesus is the Son of God, God abides in him, and he in God.
16 So we have come to know and to believe the love that God has for us. God is love, and whoever abides in love abides in God, and God abides in him.
