I keep six honest serving men
(They taught me all I knew);
Their names are What and Why and When
And How and Where and Who.
--Rudyard Kipling

Who needs to read the Bible?

Christians
Psalm 19:9–11—“the fear of the Lord is clean, enduring forever; the rules of the Lord are true, and righteous altogether. More to be desired are they than gold, even much fine gold; sweeter also than honey and drippings of the honeycomb. Moreover, by them is your servant warned; in keeping them there is great reward.”
Unbelievers?
“The teaching of your word gives light, so even the simple can understand.” Psalm 119:130

Talk about reading the Bible as a means of evangelism (Acts 8)

When should you read the Bible?
