I was necessary for them to wait because Jesus had made it clear that the Spirt could not be given until He returned to the Father. John 16:7
John 16:7 ESV
7 Nevertheless, I tell you the truth: it is to your advantage that I go away, for if I do not go away, the Helper will not come to you. But if I go, I will send him to you.
In order for us to ever be successful we must submit our will to the Fathers.
Just think of the highs and lows of the disciples over the last few months.
They had started gaining confidence from Jesus sending them out and allowing them to minister on their own and then once they start feeling like they understand and things are going good.
Then Jesus gets arrested and is put to death and then they will not come out of the upper-room.
Then while there in the upper-room they get word that Jesus’ has been raised from the dead.
Then he appears to them in the upper-room.
Then they see Him ascend into Heaven and give them the great commission
